Janet Dabice (Fenner)

President, Defined Marketing

Janet Dabice (Fenner) has spent her entire marketing career in the professional security industry. She began her journey with personal identification products leading marketing departments for brands such as Brady ID, TemTec, StopWare, IDenticard and others. Janet broke onto the physical marketing scene when she joined Samsung Techwin as their Marketing Director and helped escalate the company’s brand as a top tier market player. Her tenure at Samsung included the brand transformation from Samsung Techwin to Hanwha Techwin which has been heralded as one of the smoothest rebranding efforts in the industry’s history. She then elevated to Head of Marketing at Dahua Technology and later Director of Business Development. She was then recruited to lead the efforts at ISS, an AI software player in the market. Driven by industry demand, Janet recently started her own marketing agency Defined Marketing, helping companies within the security industry expand their marketing efforts.

Janet is an active supporter and advisory board member of Mission 500, a non-profit organization focused on the professional security community’s efforts to assist families in need across the U.S. She is on the board of directors of the Security Industry Association (SIA), chairs SIA’s membership and marketing committee, and is a founding member of the steering committee for SIA’s Women in Security Forum.

Billy is currently the Director of Security Services and Investigation at the National Football League specifically responsible for the West Region of the country. Working with an extremely talented team, he supports with oversight of the Fan Conduct program by analyzing gameday metrics, trends and best practices in addition to evaluating innovative technology and working on best practices for special events and stadium operations. Working closely across all departments, clubs and stadiums, his goal is to deliver a safe and secure environment for all NFL events.

As Chief Executive Officer of Sentinel Security Solutions, a leading Global Security and Crisis Management firm, Charles serves as a strategic advisor to high net worth families, Fortune 500 companies, sports organizations, and government clients. He is a recognized expert on National and Homeland Security matters, emerging threats, and programs. He regularly appears on major cable news networks to provide expert analysis on National security matters and situations. Charles is adept at building complex security programs for his clients. He most recently oversaw the security architecture and program design for the Chase Center, the new $1.6B home of the Golden State Warriors. Earlier, as Senior Director of Protective Services for Oracle Corporation, he established a new global protective program for executive leadership, oversaw all security operations, policies, personnel, contract management and budgeting for the program. Charles served as a Supervisory Special Agent in the United States Secret Service (USSS) under 3 Presidents and as the Senior Law Enforcement Advisor to DHS Secretary Janet Napolitano where he oversaw complex homeland security policies and programs. Charles is a graduate of the prestigious National War College, receiving a Master of Science degree in National Security Strategy

Chief Paul Cell is the former International Association of Chiefs of Police President, a 40-year veteran in law enforcement, and the current Chief of Police at Montclair State University. During his tenure on the board of the IACP, he served as oversight Chair of the IACP National Security Policy Council, which includes the Homeland Security Committee, Terrorism Committee, and the Intelligence Coordinating Panel. Prior to his leadership of the NSPC, he had oversight of the Technology Policy Council, which includes the Computer Crimes and Digital Evidence Committee, Communication and Technology Committee, Criminal Justice Information Services Committee, and the Law Enforcement Technology Section.
