During the migration of NISPOM to the Code of Federal Regulations (CFR) the US Department of Defense removed the reference to Underwriters Laboratory (UL) and specifically to the UL 2050 standard in 32 CFR Part 117. This reference has been replaced with National Recognized Testing Laboratory (NRTL) in an effort to allow other organizations the opportunity to develop and implement programs like UL 2050 for the installation and operation of alarm systems in National Industrial Security (NIS) areas.

From the 32 CFR Part 117:

The NRTL designation means that a private sector organization recognized by the Occupational Safety and Health Administration (OSHA) can perform certification for certain products to ensure that they meet the requirements of both the construction and general industry OSHA electrical standards. Each NRTL is recognized for a specific scope of test standards.

Installation

32 CFR Part 117 designates that “the IDS will be installed by an NRTL-approved entity or by an entity approved in writing by the CSA.”

Certification of compliance

Evidence of compliance with the requirements of this section will consist of a valid (current) certification by an approved NRTL for the appropriate category of service. This certificate:

  • Will have been issued to the protected facility by the NRTL, through the alarm service company.

  • Serves as evidence that the alarm service company that did the installation is:

    • Listed as furnishing security systems of the category indicated.
    • Authorized to issue the certificate of installation as representation that the equipment is in compliance with requirements established by NRTL for the class of alarm system.
    • Subject to the NRTL inspection program whereby periodic inspections are made of representative alarm installations by NRTL personnel to verify the correctness of certification practices.
